AT DETROIT THAT THERE HAS BEEN HEAVY CHARGES PREFERENCE TO YOUR EXCELLENCY AGAINST OUR CITIZENS FOR ATTEMPTING TO ESTABLISH A QUARANTINE AS A PREVENTATIVE TO THE INTRODUCTION OF THE CHOLERA AMONG US-- AND I AM PUT DOWN AS AN AIDER OR ABETTOR IN WHAT HE CALLS VIOLENT OUTRAGES BECAUSE I DO NOT PROSECUTE THE OFFENDERS. I AM NOT PROPOSED TO SANCTION OR CONDEMN THE DOINGS OF OUR CITIZENS. I AM NOT THE TRIBUNAL BEFORE WHOM THEY ARE TO BE TRIED AND IF I WOULD RESERVE MY DECISION UNTIL I HAVE HEARD BOTH SIDES OF THE QUESTION.
